A recent report suggested that a large percentage of air journeys could otherwise be made by rail. Couple the position of climate change on the political agenda, the government's reaction was to unveil a white paper entitled "Delivering a Sustainable Railway", with the aim of doubling the network's capacity over the next thirty years.
